Public Law experts Anne-Marie Klijn and Harald Wiersema published a blog on Cobouw on issues around unoccupied real estate. They speak about the so-called 'ladder for sustainable urbanisation' ('ladder voor duurzame verstelijking' or 'SER-ladder'), which was introduced to advance careful use of scarce space.

In their opinion, however, this 'ladder' is often used as an excuse for 'legal nitpicking'. Anne-Marie and Harald offer creative alternatives.
