'This really is a very significant policy shift', says Harm in today’s Het Financieele Dagblad (FD) in response to the decision of the Dutch House of Representatives to opt for the reversal of the burden of proof in the case of gas extraction damage. On Tuesday, the House approved the amendment to the Dutch Mining Act [Mijnbouwwet].

The consequence is that if a dispute is brought before the court, the possible victims are given the benefit of the doubt and it is up to the gas extractor the prove the opposite. 'It will be far easier to take legal action' says Harm.
