Dr. Sebastiaan Hooghiemstra is an associate in our financial regulatory team. He assists banks, investment firms, payment and e-money institutions, asset managers, fund promoters and other financial institutions on various regulatory matters, including licensing aspects. He has, in particular, a strong interest and background in (investment) fund regulatory/structuring, DLT/crypto-related aspects, sustainable finance, alternative finance (e.g. crowdfunding) and (cross-border) pension funds.
Sebastiaan is a Senior Research Fellow / Lecturer with respect to investment fund regulation at the Erasmus University Rotterdam. Furthermore, he is a member (of the Scientific Council) of CBBA-Europe, ThinkBlockTank, INATBA and the ABBL Fintech and Innovation Forum.
He holds bachelor degrees in International & European law (2008), Dutch law (2008) and master's degrees in International Business Law (2009) and Dutch Law (2010) from Tilburg University; a master's degree in tax law from VU University Amsterdam (2011) and a Ph.d. in Financial Law from Utrecht University (2018).
Prior to joining NautaDutilh in 2018, he was a doctoral candidate at the University of Utrecht and worked as a research associate at the University of Liechtenstein. He was a member of the working groups implementing UCITSD IV/V, CRD IV and the AIFMD in Liechtenstein. Sebastiaan also recently advised the European Commission and EIOPA on a regulatory framework for PEPPs and the introduction of a European depositary passport. He regularly speaks at (international) conferences and has widely published on topics in the field of (European) investment fund, securities, (international) pension, company and tax law, including the following books:
- Depositaries in European Investment Law – Towards Harmonization in Europe (Eleven International Publishing 2018);
- Koersen door de Wet op het financieel toezicht - Deel III - Beleggingsinstellingen en icbe's (BJU 2020) (translation: The Dutch Financial Supervision Act – Part III – Alternative Investment Funds & UCITS); and

Sebastiaan is admitted to the Luxembourg bar (list II).
Sebastiaan is a native Dutch speaker, fluent in English and German and has moderate knowledge of French.
