Paul Loeb Counsel

Paul Loeb is active in civil and administrative law matters.

In civil law matters, Paul specializes in litigation, liabilities, drafting, negotiation and compliance of contracts, expropriation, ground lease (for the municipalities of Amsterdam and Utrecht) and real estate development contracts. Paul has extensive experience with the privatization of branches of government (such as municipal transportation services, management of city parking and collection of revenues and the Amsterdam Museum).

Paul is active in the field of art law, his clients/cases include, among others:
 

  • the Allard Pierson Museum (University of Amsterdam), regarding the objects of the exhibition "De Krim. Goud en geheimen van de Zwarte Zee",
  • the City of Amsterdam and the Stedelijk Museum, with respect to a claim for restitution of a Kandinsky painting,
  • the City of Amsterdam and the Stedelijk Museum, regarding the municipal collection of artworks of the painter Malevich,
  • the Hermitage Amsterdam,
  • private persons, in the matter of the painting "The wedding night of Tobias and Sara" by Jan Steen (Bredius Museum, The Hague), and
  • matters of restitution of art (that was looted/stolen/lost in WO II), governmental subsidies of art and cultural institutions and the purchase and sale of art.
     

Paul is Chairman of the Society of Art, Culture and Law in The Netherlands.

In administrative law matters, Paul has advised (and litigated) on behalf of private persons and governments on the General Administrative Law, including, but not limited to, regulatory matters, public access to governmental information and documents, licences, permits, other governmental approvals and permissions and several municipal regulations. The combination of administrative and civil law has enabled Paul to gain extensive experience in matters which are set on the interface of civil and administrative law.

Paul graduated from the University of Amsterdam in 1997 and from Columbia School of Law in 1998.

In 1998, Paul was admitted to the Bar in The Netherlands and in 1999 to the Bar of the State of New York.
