The Netherlands is leading the way in the development of large-scale carbon capture & storage projects. With construction of the Porthos project underway and the Aramis extension progressing, Dutch industry is presented with a tangible opportunity to invest in carbon capture & storage technology.

On 11 September 2025, the Deltalinqs industry association hosted a Carbon Capture & Storage event, bringing together key stakeholders to discuss the latest developments. Bart Vis, counsel at NautaDutilh, delivered a presentation on the financial incentives available for participating in CCS projects. Representatives from the Porthos and Aramis projects provided updates on the status of these two innovative undertakings. Here are 3 key takeaways from the discussions with industry stakeholders.

#1 EU ETS is volatile

The primary incentive for industry to invest in CCS technology is the price of carbon emission rights under the EU Emissions Trading System (EU ETS). However, current price levels are volatile and projected price levels are uncertain, which can be a barrier for industry to take investment decisions for the construction of carbon capture technology.

#2 The SDE++ subsidy scheme provides a degree of certainty

The subsidy scheme allows industry to obtain subsidy for the development of carbon capture technology. While subsidy can accelerate industry’s participation in CCS projects, concerns remain about whether new and previously committed subsidies will sufficiently cover rising construction and operational costs, especially considering inflation and sector-wide price increases.

#3 CCS capacity can be scaled up in in the Netherlands

With the Porthos storage capacity already sold out, the Aramis extension will enable industry to procure new storage capacity. As an open-source project, Aramis offers not only opportunities for industry to feed-in captured carbon emissions, but also opportunities for the offshore sector to connect additional offshore storage capacity in the future.
