NautaDutilh advised Ecowende, a joint venture between longstanding clients Shell and Eneco, on the successful offshore wind Hollandse Kust West A (HKW-A) tender in the North Sea.

The project, expected to be commissioned in 2026, will be built in North Sea waters more than 50 kilometres off the Dutch coast near IJmuiden and will comprise 54 wind turbines. It will have a production capacity of approximately 760 MW, which is enough to decarbonize about 3% of the current Dutch electricity demand.

NautaDutilh was again selected by Shell and Eneco to act as project counsel after we successfully assisted them with their winning bod to build the offshore wind farm HKN North (generation capacity of approx. 760 MW as well), which wind farm is expected to become operational in 2023.

The key criteria used by the Netherlands Energy Agency (RVO) to evaluate bids of all participants for this HKW-A tender focused on ecology and minimum impact on environment. Ecowende created a design that aims to minimize impacts on e.g. birds and marine life and that boosts biodiversity by placing natural reef structures on the seabed.

The NautaDutilh team advising Shell and Eneco on these tenders was headed by Harm Kerstholt and Ole de Vries and other key deal members include: Paul Giebels, Nima Lorjé, Jasmijn van Koetsveld, Felix Seuntjes, Iris Kieft, Arjen Pors, Lisa Schoenmakers and Mehed Sini

We are very proud to have contributed our part to this successful tender by assisting our longstanding clients Eneco and Shell with the project documentation and structuring of their joint venture.
