Gurgen Hakopian is a counsel in our Competition team. He advises clients on the full breadth of EU and national competition law, including antitrust, merger control, litigation and state aid matters.

He has extensive experience in complex behavioural matters and internal investigations, as well as representing clients in competition law related litigation before national courts and the European Court of Justice. Gurgen also regularly assists clients in transactional matters, including obtaining merger control clearances in complex multi-jurisdictional cases before the European Commission, the Dutch Authority for Consumers and Markets (ACM) and numerous competition authorities worldwide.

Gurgen combines private practice experience with in-house perspective. In 2018, he was seconded to a large multinational company where he served as director Competition Law, advising on global antitrust compliance and strategic competition matters.

Prior to joining NautaDutilh in 2026, Gurgen worked at another leading law firm and was based in Brussels for a number of years.

    • Assisting clients with multi-jurisdictional merger control filings and clearance strategies in transactions requiring approval in more than 40 jurisdictions worldwide.
    • Conducting and coordinating large-scale internal investigations related to potential competition law infringements and advising on compliance measures and risk mitigation strategies.
    • Representing clients in competition law litigation before Dutch courts and the EU courts, including proceedings related to regulatory decisions and enforcement actions by competition authorities.
    • Representing clients in complex (tax-related) state aid matters before the European Commission.
  • Qualifications

    Gurgen studied international & European law at Radboud University Nijmegen and Université de Strasbourg and international business law at Utrecht University.

    He is a member of the Dutch Competition Law Association.

    Gurgen speaks Dutch and English.
