Eline van Leeuwen is an associate in the Public Law & Regulatory group. She focuses on environmental law (environment and spatial planning) and administrative law.

Eline advises property investors, construction companies, public authorities, property developers and companies in the (petro)chemical and manufacturing industry on (among other things) spatial decision-making, permits, environmental regulations and public enforcement. She also regularly advises on sustainability and energy transition issues.

Eline studied at the Erasmus University of Rotterdam. She completed a master's degree in criminal law (cum laude) and a master's degree in constitutional and administrative law. Eline also studied French and international law for six months at the Université Paris Descartes in Paris. During her studies, she worked as a student assistant on several scientific research projects at the Erasmus University of Rotterdam.

Eline graduated in 2017 and was sworn in as a lawyer in 2018. She has been working at NautaDutilh Rotterdam since 2022.

Eline is a member of the independent Objections Committee of the municipality of Leidschendam-Voorburg and a board member of the Rotterdam Open Monuments Day Foundation. She is also a member of the Administrative Law Association (VAR), the Construction Law Association (VBR), the Dutch Energy Law Association (NeVER) and the Environmental Law Association (VMR).
